Sudanese Divestment Project

Project Summary:

The state of Texas has one of the nation’s largest public investment portfolios. These public investment portfolios contain shares of international corporations that do business in countries (such as: Sudan and Burma/Myanmar) that are political unstable and widely considered oppressive. These investments serve purposes that are countervailing to progressive, humanistic global values by supporting the governments of these countries. Divestment, the process of removing investments from a specific company or country, is the most direct strategy for discontinuing support for these countries. The Texas Roosevelt Institution hopes to produce a comprehensive report on the topic of Sudan divestment. This report will inform, enlighten and guide Texas legislators, among others, about Texas public investments in Sudan and current legislative alternatives.

Project Goals:

1. Develop a comprehensive full length report on:
a. The current status of Sudan –
i. The government of Sudan
ii. The government-sponsored terrorist networks of Sudan
iii. The non-Arab population of Sudan
iv. The Darfur region of Sudan
b. The current status of international investments in Sudan –
i. The correlation between international investments and the government of Sudan
ii. The correlation between international investments and the government-sponsored terrorist networks of Sudan
c. The current status of Texas public investments in corporations that do business in Sudan –
i. Extent of investment
ii. Stability of investment
iii. Direct correlation between Texas investments and the government of Sudan
iv. Direct correlation between Texas investments and the government-sponsored terrorist networks of Sudan
d. Implications of Sudan divestment legislation –
i. Success of past divestment projects (South Africa, et al)
ii. Local businesses
iii. State-wide businesses
iv. National businesses
v. International businesses
vi. Expansion and stability of public investment funds
